The United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro, 1992, was convened to address urgent problems of environmental protection and socio-economic development. It is also referred to as the Earth Summit. The assembled leaders signed the Framework Convention on Climate Change and the Convention on Biological Diversity; endorsed the Rio Declaration and the Forest Principles; and adopted Agenda 21.

The 1992 Convention deals at a global level with conserving, identifying and monitoring of biological diversity, its sustainable use and the fair and equitable sharing of benefits arising from this use. This calls for setting aside of forest reserves and for sustainable forest management as part of its mandate to preserve biodiversity. As part of fulfilling these commitments Australia has developed a National Strategy for the Conservation of Australia’s biological diversity.
